Dictionary of Mexico’s Energy Sector: Progress Report
MARKET NOTE NO. 209 (HOUSTON) — This report provides an update as to the current status of our project to develop a DICTIONARY OF MEXICO’S ENERGY SECTOR in online and print versions.
Table 1 identifies the steps involved in adding a new term.
Tables 2-7 illustrate how output files may be produced that show the terminology of a sector, government agency or topic, presented with or without extracts from original documents and sorted either by legal disposition or in straight alphabetical order.
Table 8 shows how sources may reported for a given topic or sector.
Table 9 is the outline of a print version of the dictionary.
We conclude that the government is offering its version of a risk-service contract, but with the provision that the contractor will be paid in kind or in cash (but not, as in Iraq or Iran, as a discounted price for oil). The contractor may report his financial expectations from the contract; it is unlikely, however, that such a statement of expectations will meet the test of an asset.
