The 2009 report by the Mexican Competitiveness Institute (IMCO), released on July 16, contains a broad view of the competitive situation of the Mexican economy, its institutions and work force. The report evaluates the position of Mexico in a data set of 48 countries. In relation to energy, the IMCO proposed radical measures: 1) Open exploration and production to private investment, 2) devise a competitive compensation strategy. The purpose of our report, MEI 756, is to examine the extent to which the data supports this recommendation. The IMCO favors the development models of Brazil and Norway, but is Mexico prepared to follow?
