This report reexamines the terms and concepts of the oil reform of 2008 in the light of our diagnosis that was published in the spring of 2006 in both Spanish and English editions (and subsequently posted on energia.com). This report also considers, comparatively, the concepts contained in the Petroleum Law of 1925, 1958 and 2008, in relation to the roles permitted to private oil companies. We also analyze corporate governance in the Pemex Laws of 1992 and 2008. This report contains 45 technical and bibliographical notes.
