This report examines the benefits and shortcomings of the Calderón proposals made public April 8, 2008 for new legislation in the oil sector. The report also considers who benefits--and wjp is disadvantaged--by the measures that were omitted from the proposals. Fig. 1 groups the distinct elements found in the proposed legislation into four categories: high value, directionally correct, questionable outcome and directionally incorrect. In this last category we place the unspoken premise that a strengthened Pemex alone will be able to explore and develop Mexico's deepwater oilfields.
