This report examines the current political dynamic in Mexico in relation to the many topics for energy reform that have been proposed since 2000. Many hope that Calderón will push for a short menu of topics for energy reform in the spring session of Congress in 2008; others believe that the voices and forces against reform of any kind will prevail, pushing the time-table to the LXI Congress that begins Sept. 1, 2009. The report discusses hypothetical bills that could be passed into law this term, provided that the political will exists. There are two updates to this report.
