This report examines claims of institutional bias and voting irregularities in the election of July 2, 2006. It offers an outlook covering decisions of the Electoral Tribunal with probability-weighted scenarios. Table 5 is a political calendar for the period leading up to, and beyond, Dec. 1, 2006, the date of the transfer of power to the new president. The report asks about the ability of a Calderón presidency to carry out structural reforms, including those proposed for the energy sector.
