This report offers two interpretations, technical and political, of the internal Pemex study that was leaked to the Mexican press in November 2005 and which described the possibility that a decline in the output of the Akal field of the Cantarell Complex could occur sooner and more rapidly than had previously been believed. While the study's review of geophysical data has the look and feel of scientific rigor, its presentation will not influence policymakers and timing of the leak suggests a political agenda.
