This report, available online on this website, examines arguments and data bearing on the likely outcome of the presidential elections of July 2, 2006. While surveys indicate that the prospective candidacy of the PRD’s Andrés Manuel López Obrador is ahead of any PAN or PRI candidate, there are reasons to believe that voters will follow traditional patterns, which, by default, give the elections to the PRI. The elections held in the State of Mexico on July 3, 2005, went to the PRI by 47%—as if by inertia. The report draws on results of a telephone poll of Mexican voters conducted in late May 2005 by the Institute of Marketing and Opinion (IMO). The implications of a PRI victory in 2006 for energy policy are explored.
