This report reviews the realignment of forces in Baja California in relation to the increasingly fierce and unpredictable contest unfolding on two levels: the first between the three commercial competitors and the second between the federal government and local authorities. The shift occurred in Dec. 2003 when Shell joined forces with Sempra, and ChevronTexaco secured federal support for an offshore siting that bypasses local jurisdictions.
