This report identifies essential differences between the market designs of oil and power products and the associated challenges for public policy. The power market requires the continuous delivery (like water and natural gas), oil products require only continual delivery (as at a service station for motor fuel).
August 10, 2015 Public Policy Perspective No. 10034 — Grid System for Mexico’s E&P Blocks. This report offers an imaginary grid system to provide order in the definition of blocks that are to be the subject of international public auctions. The present system in Mexico is to offer a random mixture of squares, rectangles and polygons. The polygons add unnecessary administrative costs as well as opportunity costs that would be avoided were a standard block and grid system adopted.
