Proyecto Fénix (sometimes referred to in English as Project Phoenix) is the proposal for a million-ton Greenfield ethylene plant in Mexico. The project, which built on a prior proposal by Grupo Serbo, a real estate development company, was announced early in the Fox administration. In October 2004 three partners were announced: Grupo Idesa, Indelpro and Nova Chemicals. Unfortunately, negotiations could not overcome the disagreements over the pricing of government energy inputs, including electricity and natural gas.
