The Cantarell oilfield, discovered in the late 1970s, will produce more than 20 billion barrels of oil in its lifetime.  The management of this unique resource (the largest offshore oilfield in the world under commercial development) has been a challenge for Pemex from the beginning: its original infrastructure was entrusted to Bechtel, a world-famous civil engineering and construction company.

Two decades later, in the 1990s, the decision was made to double Cantarell production to 2.0 million b/d, up from 1.0 million b/d, its level for many years.  The largest nitrogen injection plant in the world was built to keep up well pressure and production, with a plate capacity of 1.2 billion cfd.

By late 2005 it was clear to most observers that the plateau level of production in Cantarell production was coming to an end, and that the period of natural decline would begin. From December 2005 through August 2006 daily oil production dropped by several hundred thousand barrels. Pemex engineers and many analysts in government, academia and banking are concerned about the rate at which Cantarell may decline.

The first press briefing of the new Pemex director general was held on Feb. 7, 2007, and was of the nature of an exercise in damage control in response to the WSJ article on Cantarell decline published on Jan. 27. Thirteen months later, the director general was again called to face the press in the mode of damage control, this time in relation to the controversy surrounding its March 4, 2008, video campaign.
